Set Rear Brake Shoes To Their Min Diameter

According to the Haynes, I have to

Move the serrated automatic adjuster lever quadrant against the spring tension to set the shoes at their minimum diameter

before I refit the brake drums. I tried refitting the drums but the shoes seemed too far out for the drum to fit over them. So exactly how do I go about adjusting the shoes to their minimum distance? In the picture below, which direction should the lever move? The blue arrow or the red arrow?

To get the brake shoes to the minimum distance with the serrated adjuster you need to move the arm in the direction of the blue arrow.
