Side Light And Interior Dash Lights Fuse Blowing

I recently bought another 205 gti that has been off the road for a while. While preparing it for an MOT I realised that the sidelights and the interior dash lights werent working, whereas the half and full beam were. So I checked fuse number 13 and it was blown, I replaced it, turned on the sidelights and it blew again!

What could be the cause of this? I checked with my multimeter and it was reading an incredible 14amps across the fuse gap!

Is that a constant reading of 14amps with the lights on and off, just with the ignition on or also when the ignition is off?
