Head bolts

I have a bare 1.9 gti engine on fitting the head one head bolt sits a lot higher . All the new bolts are the same length  should there be a shorter one. Its one near the water pump I belive

There is a spacer for the bolt on top of the water pump, if you forget it and torque the blots you will crack the block.
