Blower working on full speed only - Where is the blower resistor?

Hi. 
My blower working only in full power. I suspect the blower resistor. I wonder where it located (205 1.4i 1998)?
I searched the forum and I found this old thread:

Its also relevant to regular 205 (1.4i) from 1998?

Also my heater control dials became very hard to turn. the central dial  (fun speed) is working fine but the two others (Temp and air flow control) are very hard to turn. They are so hard that the dial that sit on top of them broke.
What can cause this? and how can I solve the problem?
