How work correctly acav system??

Hello My Friends.

Look at this video:

As you can see, we saw two different functions from the acav system. It closes one of 1800 rpm and the other pushes the pedal. Now, my question is, which one is correct? Is there a better timing for this process? I have 405 mi16 and works like the first clip.

1st clip looks like the solenoid has failed open or the vacuum pipes or incorrectly installed

What are the conditions for the correct functioning of this system? I mean the correct connection of pipes and ...
