Plastic Inlet Part?

underneath the inlet on a gti6 there is like a plastic expansion chamber. what is this for?? does it matter?or can I take it off and plug the hole in the bottom of the inlet?

You can take it off and plug it up with an alloy bung somebody has made on the gti6forum

 

Just makes it a bit more noisy
