1.1 Idle Problem

Hi everyone! I have a 1.1 single point injection 205 and it won't idle correctly, when I start it the revs will rise to around 2000 then when I rev her a bit the revs fall and fluctuate badly between 900 and 1200 I have replaced the idle control valve or stepper motor and it is still the same, any help would be appreciated, thanks in advance.
