might be wrong but it looks like a plate to strengthen the area where the pedal brake pedal box bolts to the bulk head

You weld it in the car, where the pedal box goes to strengthen it. It's needed when you remove the servo especially...

If you remove the servo and fit a bias pedal box then yes. It's surprising how flexible the bulkhead is in this area. I've linked my bulkhead to my cage in this area too.

Ask someone to press your brake pedal while you look under the bonnet and you will be very surprised at just how much it all flexes.

 

Unless left hand drive cars have stronger bulkheads but I am pretty sure they are the same just inverted.
