Self Adjusting Clutch / Clutch Change Time?

ok,

 

car is a 106 quicksilver and seems to have the self adjustable clutch cable, the pedal sits above the brake and acc pedal.(very high)

 

The biting point is right at the top of the pedal and its very difficult/nigh impossible to drive.

 

would i be right in saying its clutch change time? or is there a way of pulling this cable back down?

 

do i need to put a new cable on at the same time or is there a way to reset the original cable.

 

ive done plenty of clutches before but never with one of these crazy cables, is there anything i need to bear in mind >?
