Horn Not Working? Missing Wire?

Hi all,

 

Ive trawled through some old posts but cant seem to find what im looking for. my horn on my 87 1.6 isn't working. I've checked the fuse and wiring but im not sure how its meant to be wired up?

 

from what i can see ive got a green cable bridging both horns together and i have a brown cable thats bolted to the metal plate going somewhere..

 

question is. is there meant to be another wire attached to the horn that i might have pulled off?

bad earth?? is the horn bracket rusty?

i dont think its a bad earth. from what it looks like i can only see 2 wires on the horn. 1 which looks to bridge the 2 horns together and another one that connects to the bracket. on one of the horns there is a 2nd spade connector which leads me to think there is a missing wire?

Single wire to horn should be 12 volts with the button pressed, then the horn to ground to make the circuit.
