Identifying A Dead Turbo

My BMW diesel has a significant flat spot between 1.5-2k rpm - its better with v-power diesel but i still notice it...

Now there are a few things I'm going to look at - the condition of the filter (its a green cotton panel filter but may need a clean)

but could it be the injector rail or worse the turbo....

 

Its a bit hard to identify whether the car smokes more as its a smog machine already.

The car seems ok though once I get to higher revs i think though it needs more power lol

 

Its a 325 tds and just does the 100mile commute a day to work so doesnt often get to stretch its legs with a high speed jaunt and tends to drive all day at these low revs...

I know it sounds a bit daft but slap a cheap boost gauge on it, and see if its boosting to standard.
