Can I just pull it in using a piece of 12mm studding, some nuts and plates - or will it need a hydraulic press?

OK...lets get the terminology right :blush:

 

Can I pull a brand new trailing arm shaft into a trailing arm using a piece of 12mm studding, some nuts and plates - or will it need a hydraulic press?

 

I'd just try it, but the only piece of decent studding I've got (12mm) is two inches too short :blush:

You'd be far better to find use of a press, they normally take 2 tonnes minimum to press out & back in again so its more than likely strip the M12 thread before it moves anywhere imo.
