when driving over 3000rpm the engine judders/ loosing power, and not allowing to get full potential from it,

would this be due to unde fueling (2psi on fuel reg)

or carbs are out of synch?

Doubt it's becuase the carbs need balancing, that usually efffects the idle.

could be getting too much or too little fuel high up. Stick it on a set of rollers and get them to check the fueling under load. Maybe just needs a tweak.

would this be due to the jets or the fuel reg?

could be iether. Guessing its R1 carbs? Have you tried changing the position of the needles to higher or lower lift points? Takes about 15mins to do then go for a blast, see if it feels better or worse then you can gauge if its under/over fueling. Once you know which way it is you can just try various needle heights with different pressures on the reg to find the best.

If it doesnt get any better then you either have wrong size jets or another issue causing the problems.
