Are the fuel pump bolts are blind holes?

I have a fuel tank that the previous owner used self tapers screws to secure the fuel pump. Now i have several bolt holes that has a pass through to the fuel tank 

 

Is it how it was or the bolt holes needs to be a blind holes - not to come into contact with the inside of the fuel tank.

The forum has been down and/or inaccessible for a few days, for me anyhow, until now. I thought the holes were indeed blind. I would use some Loctite 549 sealant (or other petrol safe product) on the threads.

They are blind holes, you can pick up used tanks for very little now.
