What is this piece called?

Ive been looking at a few 205 rally cars and most seem to have a piece of abs plastic riveted to the rear lower quarter panel, i want to know what its called and what the purpose is.

Bodgy piece of s*ite to cover the rotten hole in the back edge of the quarter panel? Well that's what I'd call it anyway.

Some have Kevlar guards fitted to protect the sill and rear quarter from gravel stone damage.
