Heater Rotary Control Knob Stiff

I have read about rheostats and heater fans, but I am not sure they are my problem.

Essentially I cannot get my temperature dial selecter knob to point at cold, and so it only blows hot - is this comming and fixable by somebody with fists of ham?

Thanks for any ideas!
