Obviously it's non standard - best guess is that it's something related to an aftermarket alarm.

I think it's a button for when you push it the car folds out too reveal a concourse T16 with full rally hardware as standard.

I used to have a button just like it in my car when i first got it, it was annoying mounted in the hazard fog blank part of the dash. Like most of the rest of the car it was broken

 

So I never did get to find out what it did
