No Fan In Re-Circulate

Hi guys

Should the interior fan run the same when you turn the control knob to re-circulate? If so mine doesn't and never has (since I've had it)

I have an 88 car, phase 1.5 and I have just replaced the interior fan and the resistor card, which i thought would fix all the problems I've had with it.
