Radiator Fan Not Working

I'm after a bit of advice please. My 1.9 Mi16 205 has been off the road for over 2 years and I'm just prepping it to come back out. However after running the car up to temp after bleeding the rad fans didn't kick in. I've stripped it down and the wiring to the rad was corroded, that has now been replaced and putting the fans direct to the battery has got them working again. I've bridged out the connectors on the test plug and the fans only come on at full speed, the slow speed doesn't work even when bridged. Is this likely to be the resistor or is there a relay somewhere in the circuit?

There should be a resistor, but not uncommon for the low speed not to work through the thermoswitch itself.

Surely the slow speed should work when bridging the plug though? The problem is it's been that long since I've driven the car I can't remember where the needle sat when the fans kicked in. I left it to get as hot as I dared and nothing happened.

If the fans come on from direct to battery or bridging the switch. It could be a faulty sensor/switch.
