Pin 4 On Ignition Amp

trying to ge to the bottom of why it wont start after putting the engine back it, Have noticed the wire that comes from pin 4 of the ignition amp doesnt go anywhere? I didnt do the original converstion and not sure if this wire did go somewhere or not needed.

 

Any help would be amazing

 

Its running bx 16v management
