Another Morning, Another Annoyance!

Quite a strange problem developed on the car this morning, when the key is taken out the ignition it is like the battery has gone flat. No central locking and when I switch back on have to reset the clock/input the radio code (The car starts fine). Obviously this resets the ECU too, even more annoying as there is a fault recorded on it now and then which I was going to take to my mates garage to get read, (I tried the DIY reader and just ended up going loopy with the flashing LED) I imagine for it just to happen overnight its some sort of damp problem. I have been having the issue with the starter motor that seems to do the rounds too (something to do with a sub 12v feed to the starter). Anyone had this problem or any pointers as just the lack of central locking will annoy the buggery out of me!
