Cam Belt Riding Off Bottom Pulley

Hi all, we came to putting the cambelt on my engine and on removal we noticed that the cover had chaff marks from the belt, Now with a new belt, when being turned by hand, the belt seems to want to ride off of the bottom pulley. Are there any usual suspects? It has a new water pump, tensioner and idler.

Did you have the crank pulley on?

 

Without the crankshaft pulley on the belt will ride off the crank pinion, the pulley traps its pefectly on the pinion with no movbement so it shouldn't be able to move at all.

 

Are you using the standard crank pulley?
