Exhaust Being Restricted?

My system has got the post 89 downpipe and then a pre 89 system I think.

 

There's a bit of pipe that been welded on that shrinks the system, so it's wider after the downpipe and then someones welded a shim to fit the smaller system on. Will this be restrictive in anyway?

 

The car seems to pull fine and all but it's the first one I've ever driven so I wouldn't know any different.

 

Can anyone help?
