1.9 High Idle After Oil Top Up?

After topping up the oil on my 1990 1.9 gti the idle seems to be really high. I have screwed the idle screw all the way in but it still idles at ~1500rpm (varies from about 1100 to 1700) it seems to be about 1100 when started and goes up to about 1500 ish after a few minutes. I have taken the air box off and covered the pipe with my hand and the car stalls so I don't think there is an air leak. Next jobs are to remove and check the SAD and the throttle body to check and clean and to check all associated hoses. The throttle cable seems very slightly loose, nothing seems to happen when I adjust the (throttle position screw???) there is a click when I touch the throttle very slightly. Not much seems to happen when I adjust the mixture on the AFM.

 

Any ideas before I start taking the car to bits?
