Smoke (exhaust I Presume) Coming From Expansion Tank

Even when starting cold I have a little bit of white smoke coming out of my expansion tank. The car seems to run ok (Phase 2 - 1990 1.9) it occasionally loses a little bit of water from the expansion tank if I leave it standing for ages but it doesn't seem to overheat in traffic or when standing. The water temp never gets to the red.

 

I am going to flush the system and add in new water and 2 litres of antifreeze and at the same time I am going to replace the thermostat.

 

I don't seem to be losing water apart from the odd time it comes out of the expansion tank and I haven't seen any water in the oil.

 

From doing searches and a little bit of reading I'm assuming its the head gasket - but I'm not 100%. Any ideas?
