Fans Stuck On , On Xs

on my girlfriends xs the fans got stuck on, is this going to be a relay somewhere thats stuck?

As far as I remember the XS has the same fan setup as a GTi, and is thus no relayed - more likely the radiator thermoswitch is faulty.
