Bubbles in paint

Hi all,

 

The previous owner had the roof of the car repainted as it had lacquer peel.  Over the past few weeks the lacquer seems to have developed small bubbles all over it. 

 

What causes this?  Crap paint job?

Can I polish them out with the DA or is it a repaint job?

Hard to say for definite from a photo but looks like micro blisters. Sometimes caused if there was moisture in the air when done. Very cold weather seems to bring it out.

one of the reasons id try not to get anything painted in winter where it's cold and condensation is an issue and can only be fixed with a repaint ,can happen to if a car is under a waterproof cover
