Suspension top mount question

I'm rebuilding the suspension with all new parts.yhe rubber top mount I've got seems thicker than the original. When it's assembled the stud plate isn't snug when the top nut is fitted .

 

Is this right or have I done something wrong?

Noting that there's a large washer missing on that exploded diagram, which goes on after the bump stop with the threaded part of the damper poking through it.
