Camshaft pulley bolt tightening? 8 valve XU 1.6

How are these tightened up? I was thinking of making a locking tool for the dizzy groove on the other end of the shaft, but there has to be an easier way?

Also anyone know the torque setting by hand? I can't find my Haynes manual since we moved house.

From memory I think there are some flats on the shaft you can counterhold.

Looking at the price of them though  I think I'll knock something up that will do the trick.
