XS front struts and ride height issues

Just got hold of a tidy 1990 XS for my 205 fix until the day when I get around to sorting our GTi out.

 

As said it's generally a tidy car but the front looks like it's on stilts - height from the arch to the centre of the alloys (14" pepperpots) is approx 390mm!

 

The struts look fairly new, black, and have 31E marked on them - I've tried Google but to no avail - anybody recognise this?

 

I was wondering if it's got 306 (or maybe 205 diesel) front struts and springs fitted?

What’s the car in question as I have just got a red Xs that looks very high in the front ! And it’s on pepper pots !
